This is really interesting. I don't think there's a way to find a standard, how much is too much emission and who to charge for it. There are so many factors, not only importation and exportation, but consumption, culture, land, the amount of people. There's no common ground there.

I still think a global carbon tax to help smaller, poorer nations is a no brainer, but the conflict arises when you have major developing countries: They are not poor enough to merit aid, but also not rich enough to be taxed for the emissions. It is one of the hard problems in climate policy and a broad solution is nowhere in sight.
